Seit Bestehen haben sich bundesweit knapp 100 ambulante Pflegeeinrichtungen mit einem RAL Gütezeichen zertifizieren lassen
Am 1. Juni 2014 feiert die RAL Gütegemeinschaft Qualitätsge-prüfter Ambulanter Pflegedienste e.V. ihr 15-jähriges Bestehen. Das Erreichen dieses kleinen Jubiläums darf als weiterer Schritt dafür angesehen werden, dass die Gütegemeinschaft ihre wichtigsten Ziele erreicht hat: sich in einem hart umkämpften Markt zu etablieren und als seriöser Zertifizierer und Alternative zu den immer weniger aussagekräftigen MDK-Prüfungen wahrgenommen zu werden. So geht aus einer 2012 erschienenen Studie des Zent-rums für Qualität in der Pflege mit dem Titel „Siegel und Zertifikate in der deutschen Lang-zeitpflege“ hervor, dass lediglich acht von 17 Siegeln, die schon 2004 am Markt waren, im-mer noch verliehen werden. Darunter befindet sich auch das RAL Gütezeichen.
Die Zwischenbilanz der letzten fünf Jahre falle überwiegend positiv aus, fasst Michael Bie-dermann, erster Vorsitzender der Gütegemeinschaft, zusammen. „Zwar bedauern wir es au-ßerordentlich, dass es weder uns noch einem Mitbewerber auf dem Markt bislang gelungen ist, das Prüfmonopol des Medizinischen Dienstes der Krankenversichrung und seines Pen-dants bei der PKV hinsichtlich der Qualitätsprüfungen ambulanter Pflegedienste aufzuhe-ben“, so Biedermann. Zum Hintergrund: Bis zum heutigen Tag ist weder ein Zertifizierer noch ein Gutachter oder Sachverständiger als „gleichberechtigter Prüfer zum MDK“ akkredi-tiert worden – wie es das Pflegeweiterentwicklungsgesetz von 2008 eigentlich vorschreibt. Die Bedingungen für eine solche Akkreditierung durch die Landesverbände der Pflegekassen erscheinen den sich dafür bewerbenden Einrichtungen als inakzeptabel und unzumutbar.
„Andererseits ist in den letzten Jahren ein nach Innen und Außen getragenes Selbstbewusst-sein bei unseren Mitgliedern entstanden, da RAL als vermutlich arriviertester deutscher Zerti-fizierer und Dachorganisation von rund 150 Gütegemeinschaften bundesweit eine enorm hohe Akzeptanz und Glaubwürdigkeit besitzt“, versichert Michael Biedermann.
Seit 15 Jahren bietet die RAL Gütegemeinschaft Qualitätsgeprüfter Ambulanter Pflegedienste ein Zertifizierungsverfahren an, bei dem Qualität und Güte der Dienstleistung ambulante Pflege durch Mitglieder des eigenen Berufsstands beurteilt und im Erfolgsfall mit einer Ver-leihungsurkunde herausgestellt werden. Unter der Federführung des Deutschen Berufsver-bandes für Pflegeberufe (DBfK) war die Gütegemeinschaft 1994 entstanden und bereits 1999 unter das Dach von RAL geführt worden.
„Sie sind mit der Gütesicherung auf dem richtigen Weg“, bestätigte Dr. Wolf D. Karl, Haupt-geschäftsführer von RAL Deutsches Institut für Gütesicherung und Kennzeichnung, in seinem Grußschreiben an die Gütegemeinschaft Qualitätsgeprüfter Ambulanter Pflegedienste zum 15-jährigem Bestehen. Eine Urkunde für die Verdienste um das RAL-Gütezeichen war dem Gratulationsschreiben beigefügt.
Pflegeeinrichtungen, die Mitglied der Gütegemeinschaft werden, verpflichten sich spätestens sechs Monate nach dem Beitritt die Verleihung des Gütezeichens zu beantragen. Ein unab-hängiges Prüfinstitut führt im Auftrag der Gütegemeinschaft die Prüfung durch. Geprüft wird die Qualität von ambulanten Pflegediensten in den Bereichen Struktur- und Prozessqualität sowie verstärkt die Ergebnisqualität. Das Gütezeichen „Qualitätsgeprüfter Ambulanter Pfle-gedienst“ wird im Erfolgsfall für den Zeitraum von zwei Jahren verliehen
